Position Summary

The DOT Director is responsible for designing and implementing programs, policies and practices to ensure all Divisions are in compliance with Federal Motor Carrier Safety Administration (FMCSA) regulations and all other pertinent U.S. Department of Transportation (DOT) regulations, to include Pipeline Hazardous Materials Safety Administration regulations. The DOT Director is responsible for working with Executive and Division management to maintain oversight of all DOT regulated personnel and vehicles.

Reporting Line

The DOT Director will report directly to the Chief Executive Officer (CEO).

The DOT Director will supervise directly and indirectly personnel within the Divisions responsible for DOT compliance.

  • Ensure compliance with applicable FMCSA and DOT regulations.
  • Review and monitor applicable Federal and State FMCSA and DOT regulations or proposed regulations.
  • Oversee and assist Division management in the development, implementation, standardization and management of the DOT compliance including DQ files, drivers' electronic logs, hours of service, DOT drug and alcohol testing, vehicle maintenance files and roadside inspection reports.
  • Oversee investigation and resolution of DOT compliance issues.
  • Oversee and monitor roadside inspection process and resolution of any issues.
  • Assist with investigations of incidents including root cause analysis and leverage learning across Divisions.
  • Conduct audits and risk assessments relating to FMCSA and DOT/PHMSA regulatory compliance.
  • Develop and provide mentoring, training and professional development relating to FMCSA and DOT regulatory compliance and best practices.
  • Monitor and report to Executive and Division management DOT compliance metrics.
  • Provide technical expertise to other personnel to assist in carrying out other projects and assignments (i.e., Legal, HR, etc.).
  • Partner with the QES HSE Director to provide a unified effort in maintaining a positive QES Safety Culture.
  • Other duties as assigned.

Qualifications and Skills

Education Requirements (Minimum and Preferred)

  • Bachelor's Degree (Preferred)
  • Associates Degree (Required); however, 10 years of law enforcement experience in Commercial Vehicle Enforcement may be substituted

Experience (Minimum and Preferred)

  • 5-8 years' prior relevant management experience (Minimum)
  • 3-5 years' prior DOT enforcement/auditing experience (Preferred)
  • Experience working in a decentralized structure
  • Experience working with hazardous materials transportation

Licenses, Certifications, Credentials (Preferred)

  • Commercial Vehicle Safety Alliance (CVSA), Level I inspector certification within last 5 years
  • North American Transportation Management Institute (NATMI) Certification
  • Certified Director of Safety (DCS)
  • U.S. DOT Transportation Safety Institute Certification
  • U.S. DOT Motor Carrier Safety Compliance Course
  • U.S. DOT Transportation Safety Institute Certification
  • U.S. Motor Carrier Transportation of Hazardous Materials Course

Work Hours/Overtime

Core Office Hours (40+ hours)

Work Environment/Location (i.e., Office, Shop, Field or Combination)

This position will be located in Houston, Texas or Oklahoma City, Oklahoma. Regardless of location, the DOT Director will be required to visit and work at other Company locations.
